Born in Tadoussac, Quebec, he began his political career with the Parti Québécois, serving as a Member of the National Assembly of Quebec from 1998 to 2003 for the riding of Frontenac. Boulianne represented the Bloc Québécois in the Canadian House of Commons as a Member of Parliament for the riding of Mégantic—L"Érable, after being elected in the Canadian federal election, 2004 until his defeat in 2006. He was a member of the House of Commons Standing Committee on Access to Information, Privacy and Ethics and the Standing Joint Committee on the Library of Parliament, during the 38th Canadian Parliament.
