Tarmak was born in Tallinn. Tarmak was awarded the Order of the Badge of Honor (1972).
He competed for the Union of the Soviet Socialist Republics in the 1972 Summer Olympics held in Munich, Germany in the high jump where he won the gold medal. He also won a silver medal behind István Major of Hungary at the 1971 European Championships, and a bronze medal behind István Major and his teammate Kęstutis Šapka at the 1972 European Championships.
He began athletics in 1963 and became a member of the Union of the Soviet Socialist Republics National Team in 1970.
