Chen Shih-ti received his early education under private family tutors. He studied at St. John's University, Shanghai, from 1900 to 1905. Later Mr. Chen went to America and studied Political Science at the University of California and Harvard University between 1906 and 1911.
Mr. Chen returned to China in 1911 and was appointed auditor of the Bureau of Audit, Peking. In 1913 he was promoted auditing officer after the establishment of Board of Audit. The following year Chen Shih-ti became an auditing officer of the Board of Audit with the rank of Chien Jen and vice-director of the committee on the examination of Final Returns, Board of Audit, Peking.
Since 1922 he was a member of the Commission for the Consolidation of Foreign and Domestic Loans. From 1922 to 1926 Mr. Chen acted as a technical expert to the Commission for Readjustment of Finance. In 1924 he also acted as a counsellor to the Commission of Foreign Affairs. Chen Shih-ti served as a technical expert to the Special Tariff Conference from 1925. The same year Chen Shih-ti was appointed counsellor to the Treaty Revision Study Commission.
In 1926 Mr. Chen resumed his office as a chief secretary to the Civil Administration Department of Zhejiang Provincial Government. He served as a secretary to Hangzhou Municipal Government from 1927 to 1929. Chen Shih-ti was a chief secretary to the District Court for the First Special Area in Shanghai since 1930.
