  • He was well versed in political affairs and held important and prominent public office as Minister of Foreign Affairs during the supreme command of General Ignacio de Veintemilla, and Undersecretary of Foreign Affairs and Minister of the Interior, of Education and Chairman of the Council of Ministers for the supreme command of General Eloy Alfaro.
