Studied electrical engineering at the Technical University of Darmstadt, Germany (1975-1980). Received Dipl.-Ing. degree in 1980. Received Dr.-Ing. degree in electrical engineering from the Technical University of Darmstadt in July 1985.
Horst was a research staff member at the Research Institute of Deutsche Bundespost in Darmstadt, Germany from 1980 to 1985. He then became a project manager and head of the Signal Processing Group at Dornier-Deutsche Aerospace in Friedrichshafen, Germany. He worked there until 1990. From 1990 to 1991 he worked as a project consultant with Acoustic Imaging in Phoenix, Arizona, United States. Since 1991 he has been a professor in the Electrical Engineering and Computer Sciences Department of the University of Siegen in Germany. Horst was a speaker, session chair, organizer for various international committees.
From 1998 to 1999 he was elected Director of Europe, Africa, Middle East committee of the Institute of Electrical and Electronics Engineers (IEEE) Communications Society. In 2000 he started a two-year term as Vice-president of IEEE Communications Society. Since 2002 he has been an expert assessor of the Australian Research Council (ARC).
Horst married to Ellen Jansohn-Bessai on February 28, 1986.
