Toshihisa studied at Okayama Asahi High School from 1956 to 1959. In this year he was a student of the Kobe University in Japan. In 1963 he became a Bachelor of Economics. In two years Toshihisa received a degree of the Master in Grad School of Economics. From 1967 to 1971 he was a student of the Carnegie Mellon University. He received a degree of the Doctor of Philosophy in Grade School of Industrial Administration. His mentor supervisors at Carnegie were Prof Robert E. Lucas and late Prof Martin Bronfenbrenner.
Toshihisa worked as an Assistant professor at Kobe University from 1971 to 1972. He was an associate professor from 1972 to 1980, professor of economics in 1980. Dean of Grad. School International Cooperation Studies from 1996 to 1998. He worked as an emeritus professor since 2004. Professor of Hiroshima Shudo University from 2004 to 2012. Emeritus professor since 2012. Visiting professor at the Beijing Normal University in 2012. Visiting professor at the University of Essex in 1988. Visiting research associate at North Carolina State University, California-Riverside, 1974. Duke University, 1977. He worked as a visiting senior research officer in Economic Planning Agency in Tokyo from 1979 to 1984. Editor of Economic Studies Quarterly from 1981 to 1984. He was a President of the Japan Society of International Development from 2005 to 2008.
