Zisser graduated from the North-Western Polytechnic Institute in St. Petersburg, specializing in "Electronic computers".
In 1981-1982 he worked as a technician, then as a software engineer at the Lviv Polytechnic Institute, at the Lviv Post Office. In 1982-1987 he worked as a software engineer at the Lviv plant "Biofizpribor".
In 1987-1990 he worked as a system programmer at the Research Institute of Oncology and Medical Radiology of the Ministry of Health of the BSSR.
Since 1992 - the director and owner of "Reliable program." From 1992 to 2005 the company was engaged in the development, implementation and maintenance of electronic banking technology software.
In 2006 Zisser became one of the founders of the first Belarusian digital newspaper "Ezhednevnik". In 2007, he opened the company "Relsoft".
In September 2008, he founded (together with a group of journalists) UTS LLC (PR on the Internet). In December 2008, he co-founded the web advertising agency "Web Expert".
In 2009, he co-founded LLC "Internet portal Velvet". In 2009-2010, he oversaw the activities of Instant Information, a branch of the New York-based company Instant Information Inc (the development of InfoNgen, a technology for retrieving company data on the Internet). In 2010, this business began to belong to the company "Epam Systems".
On December 31, 2011, he resigned as Director General of Reliable Programs.
From 2007 to the present time he is the chairman of the general meeting of the participants of LLC "TUT BY MEDIA"
