In Bern, he received a license in 1905 and began working as a lawyer in a law firm. In May 1914 he was elected to the Grand Council Bern and stayed there 25 years, until 1939, when he moved to the government of the canton. In December 1940 he was elected to the Federal Council on the place of his fellow party Rudolf Mingera.He handed over office on December 31, 1951.During his time in office he held the Department of Justice and Police and was President of the Confederation twice in 1945 and 1951.
