As active national secretary and member of the Central Committee (1940-1944), she directed the Red Cross handling of major relief problems of World War II. Boardman served a term as a commissioner of the District of Columbia. During the period from 1900 to 1946, membership in the Red Cross rose from 300 to 29,000,000. She was decorated frequently by foreign countries and was the recipient of honorary degrees from several schools and universities.
From December 1944 until her death, she was honorary national secretary.
