Until 1907 Party work in Voznesensk, Kherson Province. Played leading role in reconstruction of Kiev Party organisation, destroyed in 1909. From 1910 to her arrest in 1912 secretary, Kiev Party Committee.
1912 exiled to Siberia but managed to escape to United States of America. 1915 delegated by Party Central Committee to attend Bern Conference In Switzerland. Worked on editorial board of Bolshevik jounal Kommunist: also worked in Sweden and Norway.
During World War 1 sided with Bukharin and Pyatakov on nationality question. 1917 in Petrograd, later in Kiev, where she worked for the Kiev Party Committee and Kiev Soviet of Workers' Deputy Helped to found Southwestern Oblast Party Union and was elected chairman, Southwestern Oblast Party Committee.
Delegation at 6th Party Congress. Active in overthrowing the Provisional Government by persuading 2nd Guards Corps to move into Kiev. Attended 1st All-Ukrainian Congress of Soviets in Khar’kov.
Was People's Seer (Commissar) of International Affairs. Also Secretariat chairman of first Soviet Ukraine Government. 1918, when the Germans were advancing into the Ukraine, was Collegium member, Ukraine People's Commissariat of Military Affairs.
Upon the fall of Kiev left the government and went to the front, leading Red Guards detachments in the areas of Bakhmach, Romny, Akhtyrka and Khar’kov. 1918 Party posts in Penza. 1918-1919 special plenipotentiary on the Caspian-Caucasian Front.
Simultaneously, member Astrakhan’ Province Party Organisation 1918 opposed conclusion of the Brest-Litovsk Peace Treaty. 1919 member. Defense Council of Lith-Belorussian Republic.
Then special plenipotentiary, Soviet Llkr Government. Active in Party organisation in Poltava and Chernigov as member, province Party organisation and member, Defense Council. 1920 chairman, Military-Historical Commission.
Also Presidium member, Central Committee, All-Russian Agric and ForestryWorkers’ L'nion.
