Morhaim attend Fairfax High School in Los Angeles and graduated from the Bachelor of Arts (history) in 1970. He received his Doctor of Medicine from New York Medical College in 1975.
He has been a leader in legislation concerning health care, the environment, and streamlining government operations. Education He is board-certified in Internal and Emergency Medicine, and is on staff at Sinai Hospital, Northwest Hospital, and Health Care for the Homeless in Baltimore. He served as chair of the Department of Emergency Medicine at Franklin Square Hospital Center from 1981-1994.
He serves on the Boards of United Cerebral Palsy of Maryland, Health Care for the Homeless, and the Baltimore Humane Society. Delegate Morhaim serves as House Deputy Majority Leader, Chair of the Joint Committee on Health Care Delivery and Finance, and chair of the Government Operations sub-committee.
He is the only physician in the 188-member Maryland General Assembly.

Morhaim is a member of the faculty at the Johns Hopkins Bloomberg School of Public Health and University of Maryland Medical School. He has had numerous other activities, including: Medical director, Region III, for the Maryland Institute for Emergency Medical Services System (MIEMSS) from 1982–1989. Fire Surgeon for Baltimore County since 1982.
