He served in United States Army, a major from 1963 to 1970.
He worked private practice of law, Greenwood, from 1970 to 1972. He served as assistant district attorney for the Fourth Circuit District Court of Mississippi from 1972 to 1978.
Franklin was elected Fourth District circuit judge from 1978 to 1982. Representing the 2nd congressional district, Franklin was elected as a Republican to the Ninety-eighth and to the Ninety-ninth Congresses (January 3, 1983–January 3, 1987).
He was an unsuccessful candidate for reelection to the One Hundredth Congress in 1986, after which he resumed the practice of law.
