Hung-Kwong was born in August, 1947.
Hung-Kwong studied at Loughborough University in Loughborough, United Kingdom. In 1979 he became a Bachelor of Science. In six years he was a student of Aston University in Aston, United Kingdom. He received a degree of the Postgraduate. In 1988 Hung-Kwong studied at Hong Kong University in Hong Kong. He became a Master of Science in the area od Engineering.
Hung-Kwong was an engineering assistant at the waterworks office of Hong Kong Government from 1967 to 1969. In this year he became an assistant factory inspector of the labour department of Hong Kong Government. He worked there until 1972. In this year he worked as a factory inspector of the labour. He worked there until 1980.
From 1980 to 1990 he was a divisional factory inspector at the labour department of Hong Kong Government. Since 1990 Hung-Kwong was chief health, safety, and environment adviser of the Shell China in Hong Kong. He worked as a resource person of the Construction Safety Conference at the International Labour Office in Thailand in 1986 in China in 1989, and in India in 1993.
