In the course of exploring options for solving the roadside hazard problem, in February 1973, the Insurance Institute for Highway Safety asked the law firm of Arnold & Porter to identify possible legal actions to abate or eliminate the problem. The Institute commissioned a study to describe the range of ways that roadside hazards, boobytraps, as the Institute calls them, might be successfully attacked in the courts and administrative agencies. This is that study.
