      An organizer of Progressive Party in Indiana, 1912. Moved to Illinois, 1913. Delegate Illinois Constitutional Convention, 1919 (Chairman of Commission on education and editor of Convention Proceedings).

      Secretary Republican State Central Committee, Illinois, 1928-1930. Director Department of Public Welfare, Illinois, 1929-1933 and 1941-1945. Member Board of Public Welfare Commissioners, State of Illinois, 1933-1940.

      Special investigator for United States Government of child welfare conditions in Europe, 1926. Lecturer in criminology, social hygiene and medical jurisprudence, College of Medicine, University of Illinois from 1933. Department commander Sons of Union Veterans of the Civil War, 1938-1939.
