This book is first and foremost a history of the fishing industry in the European Economic Community during the past decade, in which that industry has been overtaken by a political and economic crisis. It is also an account of how that imperfectly understood institution, the EEC, has sought to come to grips with the problem of managing an industry which is unlike any other. The authors, who have been closely involved with events recounted in the book, have attempted to give as full an account as possible of the development of the common fisheries policy, while exercising discretion where necessary in order to comply with their obligations as Community officials. Above all, they have wished to show the complex problems which lie behind the over-dramatised disagreements within the Council of Ministers, for which the solutions so far agreed are incomplete.
