      1959 and 1960 attended Nice and Athens sessions of Interparliamentary Union as member, USSR Parliamentary delegate. Communist Party of the Soviet Union representative at 1960 Congress of Communist Party Luxemburg. 1960 headed delegate of Soviet lawyers to India.

      1916-1917 propagandist, Tver Party Organization. 1917-1919 Secretary, Tver City Soviet, then Chairman, Tver Guberniya Executive Committee. 1919-1920 board member, Kursk Extraordinary Commission against Counter-revolution, Sabotage and Speculation.

      1922-1924 Head, Agitation and Propaganda Department, Kirghizia Oblast Committee, then Head, Organization Department, Orenburg Guberniya Committee, All-Union Communist Party (Bolsheviks). 1924-1926 exec, posts in agricultural cooperative system, Moscow. 1926-1929 Chief Instructor, Central Committee, All-Union Communist Party (Bolsheviks).
