1942-1959 reorganized Soviet public health system. Combined hospitals with polyclinics. Brought health resort institutions of various deputy, under jurisdiction of Ministry of Health by amalgamating rural medical institutions with rayon hospitals, headed by the chief doctor of the rayon hospital.
