      Member, Leningrad Rayon Committee, All-Union Communist Party (Bolsheviks). First Secretary, Gorky Oblast Committee, All-Union Communist Party (Bolsheviks). 1940-1946 USSR Popular Commissar of Aviation Industry.

      1946-1953 in exile on charges of misdirecting aviation development and over-expenditure of state funds. 1956 after rehabilitation USSR First Deputy Minister of Aviation Industry. At 1939 Congress of All-Union Communist Party (Bolsheviks) elected member of the Central Committee.
