Doctor of Legal Science; Professor, of International Law; Head, Treaty and Legal Deputy, USSR Minister of Foreign Affairs, since 1955; Chairman, Soviet Association, of International Law, since 1957; member, Editor Board, journal “Sovetskoe gosudarstvo i pravo” (Soviet State and Law), since 1956; member, United Nations Commission on International Law, since 1959.

  • Career

    • Since 1947 Deputy Head, 1st Far Eastern Department (China), USSR Minister of Foreign Affairs. Has often taken part in talks and conclusion of intemat. treaties: 1956 attended conclusion of Soviet-Polish treaty on the legal status of Soviet troops stationed in Poland. November 1959 deputized for Head of Soviet delegation at international conference in Washington, held to draft a treaty on the use of the Antarctic for scientific purposes.

      March 1959 headed Soviet delegation at 2nd United Nations Conference on Maritime Law, Geneva.
