Thomas Gisburn, the Rev. Mr. Howlet, Mr. Davis, Mr. Townsend, Arthur Young, Esq. and William Sabatier, Esq. as well as several other respectable living characters, who have particularly turned their thoughts to the subject of the Poor, the Public are not only already much indebted, but from this prolific resource of judgment, talents, and knowledge, much good might be expected, if ever the period shall arrive when the revision of the Poor Laws shall engage the attention of the Legislature. The measure is too complicated to be adjusted by men, who have not opportunities or leisure to contemplate its infinite ramifications. It is a task which can only be executed with accuracy by those, who completely understand the subject as well in practice as in theory, and who can bestow the time requisite for those laborious investigations, which must be absolutely necessary to form a -380- final opinion, and to report to Parliament what is most expedient, under all circumstances, to be done in this important National Concern. Happy is it for the country, that a resource exists for the attainment of this object, than which nothing can contribute, in a greater degree, to the prevention of Crimes, and to the general improvement of Civil Society. -381- CHAP. Patrick Colquhoun (1745-1820) was one of the founders, in 1798, of the Thames River Police. Initially a merchant based in Glasgow, he later moved to London and was appointed as a magistrate in the East End. In 1796, he published (anonymously) a report on the types of crime in the capital, and the need for regulation of the behaviour of the inhabitants to suppress it. The work examines the different categories of crime in London, such as illegal trading in the docks, fraud, burglary, and robbery. Later chapters discuss the issue of punishment as well as the changes Colquhoun believed were required in the existing police force. In this 1797 fourth edition - one of six later editions that were published by 1799 - Colquhoun added a lengthy exposition on gambling. Although many of his measures were considered unworkable, Colquhoun's ideas played an important part in the development of modern policing.

COLQUHOUN, Patrick was born in 1745 in Dumbarton, Scotland.
Social reformer whose works contain schemes for improved policing, savings banks, boards of education and a national poor rate. He is best known for the very carefully calculated estimate of national income contained in his 1814 work. Arguing that all wealth is produced by labour, his figures showed that the labouring population only received one-fifth of what it produced.
His figures were widely quoted by socialist writers.
