An engineer-economist who published his lectures in book form over a period of years. His economic and statistical views developed in close relationship to each other, and railway statistics naturally figured heavily in his total output. He was an important adviser to the French government after 1914 on transport, exchange, commerce and other economic matters.
Among the important decisions on which he advised was the devaluation of the franc.
