    • Economist and reformer, whose Statistical and Social Inquiry Society was a means for both investigation and the propagation of reformist ideas. He regarded the problem of Irish agricultural distress as arising from restrictions on the free exchange of land imposed by existing laws. He also wrote on the Poor Laws and published statistical reports in connection with his work for government commissions.
