Excerpt from Money and Credit Instruments in Their Relation to General Prices, Vol. 1 This monograph was begun in 1898 while the writer was an undergraduate student at Wesleyan University (Connecticut). In 1903 it was submitted in essentially its present form to the University Faculty of Cornell University as a partial fulfillment of the requirements for the degree of Doctor of Philosophy. It was revised for printing in December, 1905, while the writer was in the Philippine Islands, and, except for a few slight changes now made in the proof, is published as of that date. The writer wishes to acknowledge with gratitude valuable assistance received in its preparation from Willard Fisher of Wesleyan University, J. W. Jenks, Charles H. Hull, Frank A. In the language of Wall Street the Government found itself again on the wrong side of the market. How it happened will be seen from the following facts gleaned from the annual report of the Philippine Auditor for 1903: 1 As a slight offset to these two losses there was a gain on exchange of about $37,000. Rep. Phil. Com., 1902, Part II, p. 762. 2 Ibid., p. 763. 3 Ibid., p. 701. 4 Ibid., p. 701. 1 Of course when the rate was 2.66 the purchasing power of the peso over goods imported from gold standard countries was considerably lower than when the rate was 2.00. 2 In his 1902 Report the Auditor for the Philippine Islands said: " Salaries of officers, clerks, and employees in the insular service were necessarily paid in local currency at the ratio at which the money was appropriated. This resulted in loss to the recipients of this currency, which was not equal in commercial value to the United States currency represented by the obligation. This was more especially true in Manila than in some of the provinces, where local currency continued to circulate in small amounts at even the old rate of two to one.... Many complaints, both written and oral, were made to the Auditor, but as the accounts were settled according to law, this office was without further jurisdiction in the matter." Ibid., p. 764. Gold and the Gold Standard: The Story of Gold Money, Past, Present, and Future is Edwin Walter Kemmerer's major treatise. One of the 20th century's unsung heroes, Kemmerer was an economics professor at Princeton and was a sought-after "money doctor" in the interwar period, helping countries establish and maintain strong currencies between 1923 and 1933. He was a firm advocate of the gold standard in the Misesian tradition. In this work he reviews the history of gold and its outstanding merit as a currency. Writing in 1944, he presented a plan that would have saved the entire world from hyperinflation and the booms and busts we've experienced for 50 years. It was really Kemmerer versus Keynes in those years, and it is a tragedy that Keynes prevailed. Nonetheless, this great book exists so that we can see what might have been and what could be again. Were Kemmerer read widely today, the world would be one great step closer to turning away from paper money and again embracing hard money. Kemmerer was a favorite of Murray Rothbard's, and he loved this particular book. To be sure, Kemmerer doesn't go as far as Rothbard or Mises in demanding the abolition of the central bank; his naïveté is on display here in thinking that government could manage a gold standard. Even so, his gold-standard plan is just about as pure as anyone's in his generation, insisting that banks operate as real businesses and calling for 100 percent reserves.
