The State first appeared in Germany in 1908. Since then a Hungarian edition has been published, a French translation has been made, and Roumanian and Italian translations are in course of preparation. Perhaps it is not surprising that the faculties of the great German universities maintained complete silence about this work, just as they had done in the case of most of the authors other books, while in the meantime they put the stamp of their highest approval on less worthy publications. But despite their opposition no less an authority than Herr A dolph Wagner, Dean of the University of Berlin and foremost among German political economists, in his Handworterbuch der Staatsrvissenschaften, in the course of the paper entitled Der Staat in Nationalokonomischer Hinsicht, pronounced The State to be the most important work of its kind ever published. This little book has made its way. In addition to the present translation into English, there are authorized editions in French, Hungarian and Serbian. I am also informed that there are translations published in Japanese, Russian, Hebrew and Yiddish; but these, of course, are pirated. The book has stood the test of criticism, and has been judged both favorably and unfavorably. It has, unquestionably, revived the discussion on the origin and essence of the State. Several prominent ethnologists, particularly Holsti, the present Minister of Foreign Affairs of the Finnish Free State, have attacked the basic principle formulated and demonstrated in this work, but they have failed, because their definition of the State assumed the very matter that required to be proven. They have brought together a large array of facts in proof of the existence of some forms of Government and Leadership, even where no classes obtained, and to the substance of these forms they have given the name of The State. It is not my intention to controvert these facts. It is selfevident, that in any group of human beings, be it ever so small, there must exist an authority which determines conflicts and, in extraordinary situations, assumes the leadership. The State (German: Der Staat) is a book by German sociologist Franz Oppenheimer first published in Germany in 1908. Oppenheimer wrote the book in Frankfurt am Main during 1907, as a fragment of the four-volume System of Sociology, an intended interpretative framework for the understanding of social evolution on which he laboured from the 1890s until the end of his life. The work summarizes Oppenheimer's general theory on the origin, development and future transformation of the state. The State, which Oppenheimer's missionary zeal pervades, was widely read and passionately discussed in the early 20th century. It was well received by—and influential on—as diverse an audience as Israeli halutzim, American and Slavic communitarians, West German Chancellor Ludwig Erhard, and anarcho-capitalists like Murray Rothbard. A classical liberal and socialist sympathiser, Oppenheimer regarded capitalism as "a system of exploitation and capital revenues as the gain of that exploitation", but placed the blame not on the genuinely free market, but on the intervention of the state.Oppenheimer's view of the state is profoundly opposed to the then dominant characterisation propounded by G. W. F. Hegel of the state as an admirable achievement of modern civilisation.Proponents of this view tend to accept the social contract view that the State came about as every larger groups of people agreed to subordinate their private interests for the common good. This pre-1923 publication has been reformatted for the Kindle and may include an occasional defect from the original publication or from the conversion.
