As a statesman he sought to reform the Dutch tax system according to the principle of the ability to pay — indirect taxes were reduced, and an income tax introduced. His Leerboek. was his chief publication, and places the emphasis on economics as a means for improving material welfare, rather than on pure theory. His position in Dutch economics was pre-eminent, and substantially influenced the progress of the subject in Holland.
