Joined the Red Navy in 1919. Took part in the Civil War. Naval captain, 1934-1936.
Soviet naval attache in charge of personnel sent to Spain during the Civil War. 1936-1937. Deputy commander, and later commander of the Pacific fleet, 1937-1939. Minister of the Navy, 1939-1946.
Supreme Commander of the Soviet Navy during World War II. In 1945 Stalin ordered his trial for handing over Soviet sea maps to Allied navies during World War II. Demoted and sent to the Pacific, 1950. Found not guilty, appointed Navy Minister, 1951. Supreme Commander of the Soviet Navy after Stalin’s death.
March 1953, 1st Deputy Defence Minister. Retired, February 1956. Member of the Central Committee of the Communist Party of the Soviet Union, 1939-1955.
