Joined the Bolsheviks, 1903. Before World War I, on party underground work in Moscow and Petersburg. Exiled to Arkhangel’sk, 1910.
Released, graduated in law from Petersburg University, 1913. Exiled to Siberia, 1916. After the Bolshevik take-over, 1st Peoples Commissar (minister) of Justice, 1918.
Later joined the leftwing communists. During the Civil War, active in Siberia and the Urals. Member of the Politburo of the Central Committee of the Ukrainian Communist Party, 1926-1929.
