Miner, 1936. Engineer. Deputy head of various metallurgical plants in the Ukraine until 1938. Served in the army, 1934-1935 and 1941-1946.
Chairman of Dnepropetrovsk City Soviet, 193941. Deputy Minister of Local Industry, 1946-1947. Worked for the Central Committee of the Ukrainian CP, 1947-1951.
1st Deputy Chairman of the Council of Ministers of the Moldavian SSR, 1951-1962. Deputy to 1954. member of the Economic Committee, 1962-1966. Chairman of the Trade and Public Services Committee of the Soviet of Nationalities of the USSR Supreme Soviet, 1966-1968.
Chairman of the Economic Soviet of the Moldavian SSR, 1957-1958. Member of the Bureau, 1956-1966. 2nd Secretary of the Central Committee of the Moldavian Council of Ministers, 1962-1963.
Member of the Industry Bureau of the Central Committee of the Moldavian CP, 1962-1964. USSR Minister for the Maintenance of Public Order, 1966-1968. 1968. USSR Minister of the Interior from November 1968. until December 1982.
Promoted to general, Sep. 1976. For many years close to Brezhnev. After Brezhnev’s death, fired from the Central Committee for speculating in foreign cars, December 1982.
Transferred to the Group of Inspectors-General of the Ministry of Defence, headed by the elderly Marshal Moskalenko. (His son, who occupied a senior position in the Central Committee of the Komsomol, was also fired.) According to Soviet press reports, committed suicide (shot himself) while under investigation.

The emphasis on peaceful coexistence doesn’t mean that the Soviet Union accepted a static world with clear lines. Socialism is inevitable and the "correlations of forces" were moving towards socialism.
