Transferred to 34th United States Volumes and served as judge advocate of provost guard in Manila to 1902.
Appointed by Governor Taft to prepare charter for City of Manila and served as city attorney, 1902. Assistant attorney general Philippine Islands, 1902-1903.
Resigned to enter private practice of law. Member Coudert Brothers, New York City, in Manila branch, 1903-1907, Haussermann, Cohn & Williams, 1907-1915.
