From the author's preface--It was felt that much had been written about American Far Eastern policy in connection with the Manchurian incident and events of the years immediately preceding Pearl Harbor. In contrast, however, little attention had been paid to the development of that policy in the mid-1930's. Yet here was a point in time when Japan and China were involved in a continuous struggle which had profoundly important implications for the United States.

Borg, Dorothy was born on September 4, 1902 in Elberon, New Jersey, United States.
A native of the Elberon section of Long Branch, New Jersey, she graduated from Wellesley College and from Columbia University with a master"s and doctoral degrees.
Although she did not hold faculty appointments, her multi-archival and objective scholarship influenced the development of the field of American history of foreign relations. She was a researcher at Harvard University, where she helped organize programs that trained scholars in American and East Asian history. From 1966 until her retirement, she was a senior research associate at Columbia University"s East Asian Institute, lecturing and directing academic conferences.
