Chang Chi-fang graduated from the department of political science of the Chun Kuo University, Peking. He pursued further studies in the University of California and also in the Graduate School of Illinois University.
Mr. Chang served as professor at serveral universities in Peiping. He was an editor of the Commercial Press, later a dean of the law department of the Northeastern University and Mukden private secretary to General Chang Hsiao-liang. Chang Chi-fang also was a head of the bureau of social affairs of Tientsin Municipality and acting Mayor of Tientsin Municipality. Besides, he is known as a translator of "The American Municipal Government."
