Chang Ziang-ling studied at St. John's University, Shanghai, later he graduated from Columbia University, U.S.A.
Mr. Chang was an associate editor of the Peking Daily News in the period from 1913 to 1915. In 1913 he was a sub-editor of the China Republician, Shanghai. In 1916 he served as an assistant secretary of Government Commission on political affairs, Peking. Mr. Chang hold a position of a member of the advisory Council on diplomatic affairs, Peking from 1919 to 1920. Between 1919 and 1921 he was an associate secretary of the Ministry of Communications. In 1920 Chang Ziang-ling became an associate councillor of the Ministry of Interior. Around 1920 to 1921 he was an acting bureau director and associate secretary of Ministry of Foreign Affairs, Peking.
Chang Ziang-ling also worked as a secretary to the Prime Minister and the Cabinet from 1916 till 1921, Chinese Consul-General at New York (1922), depart-mental chief and secretary of the Chinese Delegation to the Washington Conference (1921-1922), Commissioner-General representing China at the Sesqui-Centennial. He took part in the International Exposition at Philadelphia, Pa., in 1926.
Mr. Chang was a director of general administration of the Bureau of Industrial and Commercial Information, Ministry of Industry, Commerce and Labor in 1928, in 1929 - Delegate to the Amsterdam Conference of the International Chamber of Commerce, in 1931 -Delegate to the International Labor Conference, League of Nations, Geneva.
In 1931 he was appointed Director General of the Department of Intelligence and Publicity, Ministry of Foreign Affairs, Nanking. In 1932 Chang Ziang-ling became a Director of General Affairs and concurrently Director of Publicity Department, Chinese Assessor's Office attached to Commission of Inquiry of the League of Nations under Lord Lytton in China. In 1933 he worked as a Director of Department of Exposition Affairs of the Chinese Government Commission for participation at A Century of Progress International Exposition in Chicago, Shanghai. Chang Ziang-ling became a Chief Delegate representing the Chinese Exhibitors' Association in charge of the Chinese participation at the Chicago World's Fair both in 1933 and 1934, holding the rank of Counsellor of the Ministry of Industry.
