He was also a member of the Central Political Council and of the Provisional Government at Foochow, China from 1926 till 1927, Mayor of Foochow Municipality, member of the Fukien Provincial Government and Commissioner of Construction of Fukien, China from 1927 till 1928, chief judge of the Central Provisional Court for Special Criminal Cases in 1928, member of the Central Executive Committee of the Kuomintang and of the Central Political Council in 1929, member of the Control Yuan since 1933.
