Shih-fang Liu was born on September 15, 1901 in Ningbo, Zhejiang, China.
Shih-fang Liu attended Shanghai High School in 1912-1917, Tsing Hua College (now Tsinghua University) in Peking, China in 1917-1920. Then he went to the United States and studied at Harvard University and Oberlin College in Ohio in 1920-1921. He also attended Yale University law school in 1921-1924 and received Bachelor of Laws degree. He studied at Goettingen University in Germany in 1924-1925, Berlin University in 1925-1926 and Genoble University in France in 1926-1927.
Shih-fang Liu was a president of Cosmopolitan Club of Yale, vice-president of the eastern section of Chinese Students' Alliance in 1928.
Shih-fang Liu returned to China in 1927 and entered into law practice. At the same time he was lecturer in American law at Chi-Nan University in Shanghai, and lecturer on German civil law at the Comparative Law School of China in Shanghai.
Shih-fang Liu was also a Dean of Law Department of Chi-Nan University in 1931-1932, member of the Shanghai Bar Association, member American University and Returned Students' Club, translator of "Third Book on the Law of Things of New Chinese Civil Code" and "The Negotiable Instrument Law of China".
