Ian Menzies was born on March 11, 1920, in Glasgow, Scotland. He is the son of John S. and Gertrude (Mephius) Menzies.
Ian attended Royal Technical College from 1937 to 1939.
Ian Menzies immigrated to the United States in 1944. Two years later he became a naturalized citizen. From 1939 to 1946 Menzies served at the Royal Naval Volunteer Reserve, becoming lieutenant commander. For his service Menzies received a Distinguished Service Cross.
In 1948 Ian found the job as reporter at The Boston Globe. Ten year later he was promoted to science editor, and then to managing editor and associate editor in 1970. Menzies retired from the nespaper in 1985 and took the position of senior fellow at John McCormack Institute of Public Affairs, University of Massachusetts, Boston. He served also as visiting associate at Joint Center for Urban Studies for some time.
Menzies was also a frequent contributor to magazines and newspapers, including Hew Republic, Country Journal, Parade, Planning, Boston, and New England Journal of Public Policy. Some of his stories were included in The Great Society and Its Legacy, which was published in 1978. Ian collected his military memories in his memoir We Fought Them On the Seas: Seven Years in the Royal Navy, which was published in 2013.

Ian married Barbara Edith Newton on June 16, 1945. They have four daughters: Marla Ann, Gillian Jean, Alexa Stuart, Deborah Newton.
