Part I contains the constituent documents of the Agreement Establishing ie World Trade Organization. The documents are arranged as they appear the annexes to that agreement, with the exception that the General *reement on Tariffs and Trade 1947, with its accompanying notes, is produced as the first document in Annex IA-Multilateral Agreements on ?ade in Goods. It is followed (and modified) by the General Agreement on iriffs and Trade 1994, which is based on the 1947 text, but with some ecified modifications (including 6 understandings relating to specific GATT tides and the Marrakesh Protocol). We have included one of the plurilater-agreements listed in Annex 4-the Agreement on Government Procure-3nt. The Dairy and Beef Agreements have few members and provide linly for consultations among parties; negotiations on a new Civil Aircraft reement were pending as of July 1994. We have also included the Ministe-J Decisions, Declarations and Understandings that were reached at the time e WTO Agreement was signed at Marrakesh on April 15, 1994.
