In 1903 Charles Vivian Akin graduated from Dallas Academy, Selma, Alabama. In 1907 he received a Bachelor of Science degree from Meridian Military Academy. In 1911 Akin gained a Doctor of Medicine degree from the Tulane University School of Medicine.
From 1914 to 1943 Charles Vivian Akin worked with United States Public Health Service, was commissioned an assistant surgeon in 1914, became a surgeon in 1922, and a senior surgeon in 1934. He served as a chief quarantine officer of the Port of New York at the United States Quarantine Station in Rosebank, Staten Island, and in New York. Akin became an assistant surgeon general at the of the Public Health Service and chief of Division of Sanitary Reports and Statistics at the Office of Surgeon General in Washington, District of Columbia.
In March 1940 he was commissioned a medical director at the Public Health Service. During service has had experience in control of bubonic plague, venereal and other communicable diseases and research in epidemiology. Akin also worked as a quarantine officer in Mobile, Alabama, and Panama Canal. Charles has improved methods of cyanide fumigation and rat infestation inspection of vessels and developed Public Health Service system of radio pratique to eliminate quarantine inspection of qualified vessels. In 1942 he served as an assistant surgical general at the United States Public Health Service.
From 1943 to 1945 Akin was an associate at the Ministry of War Transport. From 1946 to 1960 he was a director of Clarke-Wayne Health Department and a medical consultant from 1960.
Charles Vivian Akin was a member of the American Medical Association, Mississippi Public Health Association, Commissioned Officers Association, Officers Association, Delta Kappa Epsilon, Phi Beta Pi.
On August 16, 1911 Charles Vivian Akin married Arline Hardin. They have two children: Charles Armstrong, Elizabeth Allen.
