1914-1919 active in Latvia Communist movement. Deputy, USSR Supreme Soviet and Latvia Supreme Soviet of all convocation. 1910-1919 anchorman at Riga port.
1919-1920 executive Party work in Soviet Latvia. 1920-1922 volunteer in Red Army. 1925-1928 underground Party work in Latvia.
1933-1936 special Party work in USSR. 1936-1939 again headed underground revolutionary movement among Riga Communists. 1939-1940 imprisoned in Riga for Communist activities.
1940-1959 First Secretary, Central Committee, Communist Party (Bolsheviks) Latvia. 1957-1961 candidate Presidium Member of the Central Committee of the Communist Party.
