At 1939 and 1952 Communist Party of the Soviet Union Congresses elected member of the Central Committee. Deputy, USSR Supreme Soviet of 1950 and 1954 convocation. 1919-1920 volunteer in Northern Dvina Naval Flotilla.
1932-1934 duty in Black Sea Fleet. 1934-1937 commanded cruiser. 1937-1939 Deputy Commander, then Commander, Pacific Fleet.
1939-1945 Popular Commissar of Navy and Commander-in-Chief, USSR Naval Forces. 1946-1947 First Deputy Minister of Navy and Commander-in-Chief of Navy. 1947-1951 Deputy Commander-in-Chief of Navy.
1951-1953 reappointed USSR Minister of Navy and Commander-in-Chief, USSR Naval Forces. 1953-1956 First Deputy Minister of Defense and Commander-in-Chief, USSR Naval Forces.
