Brown, Arthur Winton was born on November 9, 1873 in Davenport, Iowa, United States. Son of Samuel Edward and Mary Louise (Davis) Brown.

Retired, November 30, 1937, On legal staff of Tacna-Arica Plebiscitary Commission (Peru-Chile), 1926-1927, and of National Board of Elections of Nicaragua (1928-1929), American member League of Nations Common for Administration of the Territory of Leticia (Peru-Chile), 1933-1934.
