Carol Faith Hoover was born on January 24, 1921, in Eagle Grove, Iowa, United States. She was a daughter of Calvin Bryce Hoover, an economist and educator, and Faith Miriam (Sprole) Hoover, an economist.
In Carol's early years, her family relocated to Durham, North Carolina, where she attended the Watts Street School and finished Durham High School.
In 1940, Carol received a Bachelor of Arts degree from Duke University. Then, in 1947, she got a Master of Science in Social Work degree (MSSW) from the University of North Carolina at Chapel Hill. Then, Hoover continued her education at the Catholic University of America, graduating with a Doctor of Social Work degree in 1973.
During the period from 1956 till 1961, Hoover was a staff member at St. Elizabeths Hospital in Washington, D.C. In 1961, she moved to the National Institute of Mental Health in Bethesda as a psychiatric social worker, involved in twin studies, and remained there until 1985. In addition, in 1976, she was appointed president at Ariadne Press in Rockville, which she founded with her daughter in order to encourage writers. In the 1980's, Carol also held a post of president at Women's Council of the National Institute of Mental Health.
In addition, Hoover was very active as a writer of short stories and plays. Moreover, she edited the book, entitled "How to Write an Uncommonly Good Novel" (1990), and contributed to various periodicals, including Denver Quarterly, Story, Texas Quarterly, Crescent Review and Potomac Review.
