César received his Bachelor Degree at Gonzaga University in 1953, then Master of Arts, Licentiate in Philosophy at Gonzaga University in 1954. He received his MST, Licentiate in Sacred Theology, at University Santa Clara in 1961.
César worked as a teacher at Instituto Regional Mexico, Chihuahua, Mexico in 1954-1957, then as a community development specialist at Centro Laboral Méx. in México D.F., Mexico, in 1965-1968. He also served as a supervisor of ABC Headstart East Los Angeles in 1968-1969.
Later César was an employment counselor at Operation Service Employment Redevelopment, San Diego, in 1969-1970, Professor, founding chair of the department of Chicano studies at San Diego Mesa College, in 1970-1999, and professor emeritus, since 1999. He is the founding chairperson of Raza Consortium, San Diego, 1971-1972.
