Hsu was born on August 1, 1945 in Foochow, Fukien, China; the son of Wei-Hsien Hsu and Shu-Fang (Cheng) Hsu. He came to the United States in 1969.
Hsu received a Bachelor of Science degree in chemical engineering from Chung Yuan Christian University in 1966. Eight years later he earned his Doctor of Philosophy degree from the University of Kentucky.
Hsu began his career as a senior R&D (Research & Development) technical staff at Exxon Mobil Corporation in 1977 and held for twenty nine years. Also in 1987, he became an adjunct professor in special degree program at the same corporation, where he worked until 1988.
Chang served as an adjunct professor of chemistry, chemical engineering and environmental science department at New Jersey Institute of Technology from 1991 to 2001. Then in 2006, he took a position of a manager and principal project leader at BP Refinery of the Future and held it for three years.
In 2010, Hsu became a founding director at Future Fuels Institute of Florida State University. Since 2012 he has been a program professor at China University of Petroleum and a president of Petro Bio Oil Consulting since 2011. Also since 2012 Chang has served as an adjunct professor of chemical and biomedical engineering department at Florida State University.

2013Hsu is a member of American Chemical Society, American Society for Mass Spectrometry, Chinese American Chemical Society, Chinese American Society for Mass Spectrometry and Phi Tau Phi Scholastic Honor Society of America.
On April 28, 1973 Chang Hsu married Grace Miao-Miao Chen. They have two children.
