Clive received Bachelor in Economics with honors at the University of Stirling in Stirling, Scotland, United Kingdom in 1984. Then he became a Master of Science in Resource Management at the University of British Columbia in Kelowna, British Columbia, Canada in 1987. Finally, he became a Doctor of Philosophy in Economics at the University of Wyoming in Laramie, Wyoming, United States in 1993.
From 1990 to 1995 Clive was a lectured of environmental economics at the University of Stirling in Scotland. At Stirling, he also served as an assistant director of the school’s Environmental Economics Research Group from 1992 to 1995. In 1996 Spash joined the University of Cambridge as a lecturer in the Department of Land Economy and the Director of Cambridge Research for the Environment.
Among Spash’s writings is "Cost-Benefit Analysis and the Environment", on which he collaborated with Nick Hanley. Since 2001 he worked as a Professor of the University of Aberdeen in Aberdeen, United Kingdom. He worked there for a year. Since 2010 he works as a Deputy Chairman of the Institute for Multi-Level Governance and Development in Vienna, Austria.
