Duncan studied at Oxford University from 1976 until 1979 and received a Bachelor in Natural Science (Physics) in 1979.
Duncan worked as private English teacher in Buenos Aires in 1980-1981, then he was a national organizer at El Salvador Solidarity Campaign, London from 1983 till 1985. Green worked as nuclear policy analyst at Greater London Council, London in 1985-1986. Thereafter he became a freelance writer, journalist and editor in London from 1986 until 1989. Since 1989 he has been a writer, editor, and researcher at Latin American Bureau, London.
He has been a member of editorial board of NACLA’s Report on the Americas.
Duncan married Catherine Jean Matheson on August 17, 1988. The couple has 2 children: Calum David, Finlay Paul.
