This book was originally published prior to 1923, and represents a reproduction of an important historical work, maintaining the same format as the original work. He graduated from Amherst College in 1880, and received a degree of Doctor of Philosophy in 1885 at Johns Hopkins University after over three years" advanced work in economics and history.
