Attacked the classical international trade theory, particularly the two-country, two-commodity approach and the assumption of comparative advantage statically conceived. Rejection of Graham’s criticisms was for years the litmus-paper test of orthodoxy in trade theory. Served on the special United States War Department Commission on the conduct of the war in 1945.
