Wiley was born on September 28, 1861 in New York City, New York, United States; the son of Franklin Wiley and Sarah Maria Baldwin.
Wiley graduated from Plainfield Public School in 1879. He attended Harvard University in 1888.
Wiley began his career as a newspaper correspondent in New York in 1880 and held it for four years. In 1891, he was appointed a staff reporter at the Boston Evening Transcript. Also Franklin published "Harvard Guide Book", 1895 and a book of poems "Flowers That Never Fade", 1897.
In 1899, he became the literary editor for Ladies' Home Journal, working closely with editor-in-chief Edward William Bok, and held the position until 1927.
On June 1, 1896 Franklin Wiley married Jessie Louisa (Glen) Wiley. Then on October 8, 1921 he married Alma A. Rogers. They had two children.
