Poe, George Wilkinson was born on March 28, 1952 in Greenville, South Carolina, United States. Son of Frank Swift and Rosalie (Haynes) Poe.


AB with high honors in French, Davidson College, North Carolina, 1974. Postgraduate, University Paris IV, Institute d'études politiques de Paris, 1974—1975. Master of Arts, Middlebury College, Vermont, 1975.

Doctor of Philosophy, Duke University, 1981.
